Trump vents at Merkel and asks for advice on Putin

President Donald Trump questioned German Chancellor Angela Merkel about how to deal with Russian President Vladimir Putin during their at times heated discussions at the White House last week, according to two people familiar with the conversations.

Merkel, the longest-serving leader in the European Union, has a well-established history and rivalry with Putin. It's not clear what advice she offered Trump, though the officials suggested the President at times didn't really seem to be listening to the answers.

The officials said the one-on-one meeting was calm and Trump "behaved himself" but became agitated at a larger plenary session, which became contentious when he repeatedly raised the issue of Germany's large trade surplus and its defense spending, which falls below the NATO-recommended threshold.

Trump has long railed on those two issues, both in public and private, but his tone surprised some German officials attending the meetings, who said they felt the session provided a "window into Trump's mind."

Trump accused Merkel of being "so protectionist" in her trade policies, and again raised the issue of German automobiles flooding into the United States. Merkel explained that if she lowered barriers for US cars entering Germany, she would have to do the same for other countries.

But Trump demanded to know what Merkel would offer the US if he agreed to extend an exemption on steel and aluminum tariffs.

He adopted a similarly tough approach on defense spending, a bugbear he has railed on since the campaign. Trump told Merkel that "you could raise it to 2 percent tomorrow," reaching the NATO target.

The officials said Trump was angry and "venting" about both matters during the expanded meeting, which included officials from both leaders' cabinets.

The tone was very different in the earlier one-on-one meeting with Merkel, which included a discussion of the Iran nuclear deal.

Merkel, along with French President Emmanuel Macron, had traveled to Washington in the hopes of convincing Trump not to rip up the Obama-era agreement. The Germans regarded Macron's floating of a new deal that addresses Iran's ballistic missile program and destabilizing efforts in the region as a last-ditch effort to keep Trump from withdrawing.

Not wanting to show signs of European disunity, Merkel largely kept to Macron's talking points in her meeting but emphasized that any new agreement would build on the existing deal.

Merkel emerged from the talks telling advisers that Trump had said "exactly what she expected" on Iran, including his insistence that the accord amounts to the worst deal ever negotiated.

BBC reporter and famed photographer among 30 killed in Afghanistan


Kabul, Afghanistan - Nine journalists were among 30 people killed in a series of attacks in Afghanistan on Monday, including a BBC reporter and a well-known photographer who had written of the dangers of reporting in the Afghan capital.

Eight journalists were killed in suicide bombings in the capital, Kabul. Shah Marai of Agence France Presse was among a group of journalists who died when a bomber disguised as a TV cameraman detonated a second bomb at the site of an earlier explosion. Both attacks were claimed by Islamic State.

In a separate incident, Ahmad Shah, a reporter with the BBC's Afghan service, was shot dead by unknown gunmen in Khost province, the BBC said. Najib Sharifi, director of the Afghan Journalists Safety Committee, said Shah
 was on his way home when the attack took place.

The first blast happened at around at 8 a.m. local time in the Shashdarak area of the city, where the US embassy and Afghan government buildings are located, prompting journalists to rush to the scene.

The second explosion came as the attacker, posing as a cameraman, detonated explosives as journalists huddled around the scene, Kabul City Police spokesman Hashmat Stanikzai told CNN.
In a statement issued via the social media app Telegram, ISIS said a "martyrdom brother" blew his explosive vest up among a group of "apostates" and killed and wounded a number of them. The group named the first bomber as Qaqaa al-Kurdi and the second attacker as Khalil al-Qurshi. ISIS did not provide any evidence for the claim.
Eight journalists, including at least one woman, died in the blasts, according to Sharifi.
SharifiIn a tweet Monday, AFP's Global News Director, Michele Leridon, honored Marai for his "extraordinary strength, courage and generosity" and praised his "consummate professionalism" and "sensitivity" during his 15 years covering the Afghan conflict for the news agency.
AFP said the death of its "treasured colleague" Shah Marai in Monday's twin blast in Kabul was "a devastating blow".
Leridon sent "condolences to the families of other journalists killed in this terrible attack".
A further 45 people were injured in the two incidents, and have been taken to city hospitals, according to Ministry of Public Health spokesman Wahid Majroh.

The agency said Marai joined AFP as a driver in 1996, the year the Taliban seized power, and in 2002 he became a full-time photo stringer, rising through the ranks to become chief photographer in the bureau.
AFP Global News Director Michele Leridon released a statement on the death of the long-serving photographer.
"This is a devastating blow, for the brave staff of our close-knit Kabul bureau and the entire agency. Shah Marai was a treasured colleague who spent more than 15 years documenting the tragic conflict in Afghanistan for AFP."

He leaves behind six children, including a newborn daughter, AFP said. 
In an essay entitled "When Hope is Gone," written in 2016 -- before the birth of his sixth child -- he acknowledged the danger of living in the city with his young family. "I don't dare to take my children for a walk. I have five and they spend their time cooped up inside the house.
"Every morning as I go to the office and every evening when I return home, all I think of are cars that can be booby-trapped, or of suicide bombers coming out of a crowd. I can't take the risk."

The site of the explosion was close to NATO's Afghan headquarters, the US embassy and Afghan government buildings, including the Presidential palace, the Defense Ministry and the headquarters of Afghanistan's intelligence services.
US Ambassador John Bass condemned the attack.
"I condemn today's terrible Kabul attack (and) reaffirm our commitment (to) stand with the Afghan people in their fight for peace (and) security across Afghanistan. We mourn for those murdered, including the brave journalists who stand for truth in the face of violence," he wrote on Twitter.
Spate of attacks
A few hours after the strikes in Kabul, an attack in Kandahar Province killed 11 students at a local religious school. The suicide bomber had targeted a convoy of Romanian soldiers. Five of them were injured in the blast.
No group has yet claimed responsibility.
Afghanistan has witnessed a spate of attacks in recent weeks. Days ago at least six people were killed, including two Afghan soldiers, when a car bomb exploded in Afghanistan's southern Helmand province.

On April 22, a suicide blast killed 57 people -- including at least five children -- and wounded over 100 more at a voter registration center. That attack was preceded by a car bombing in southern Afghanistan in which at least 13 people were killed and 35 others injured.

The incident took place outside a sports stadium in Lashkar Gah, the capital of Helmand province. A wrestling match was taking place inside the stadium at the time of the attack.
The uptick in violence comes despite reports around six weeks ago that suggested some factions of the Taliban had expressed interested in pursuing peace talks with the Afghan government.
Those reports came on the heels of an Afghan government announcement in February that it would be willing to recognize the Taliban as a legitimate political party as part of a potential ceasefire agreement with the Islamist militant group.

Bolton says US considering Libya model for North Korean denuclearization

The White House is looking at Libya as one example of how it will handle potential negotiations with North Korea on dismantling its nuclear program, John Bolton, US President Donald Trump's national security adviser, said Sunday.

But experts say the Libya model is a dangerous one to trot out when discussing North Korea.

Libyan leader Moammar Gadhafi agreed to abandon his nuclear ambitions in exchange for sanctions relief in the early 2000s. Within years, Gadhafi was overthrown and killed by rebels backed by Washington.

Analysts who study North Korea say Pyongyang often cites Gadhafi's case to show that only nuclear weapons can deter the United States in the long-term to ensure the survival of the Kim Jong Un regime.

Bolton appeared to use the Libya case as an example of how North Korea might develop the trust of international partners, just days after after Kim committed to the "complete denuclearization" of the Korean Peninsula during a historic summit with South Korean President Moon Jae-in.

"One thing that Libya did that led us to overcome our skepticism was that they allowed American and British observers into all their nuclear related sites. So it wasn't a question of relying on international mechanisms. We saw them in ways we had never seen before," Bolton told CBS News.

Summit preparation

Both US Secretary of State Mike Pompeo and Bolton are preparing for Trump's upcoming summit with Kim, which the US President said could happen in three to four weeks.
Trump shocked the world last month by accepting an invitation to sit down face-to-face with the North Korean leader after a year of saber-rattling from Washington and Pyongyang.
It's unclear where exactly the two will meet, but Trump suggested Friday the shortlist was down to two to three locations.

Pompeo and Bolton have made it clear that a major factor in determining the success of a Kim-Trump summit -- which would be the first meeting between a sitting US President and a North Korean leader -- will be whether both sides can develop a modicum of trust between each other.
 The secretary of state became the highest ranking US government official to ever meet Kim over Easter weekend, traveling to Pyongyang where the two discussed the upcoming talks, Pompeo said Sunday.


"We have a long history of negotiating with North Korea. Repeatedly, they have taken actions only to find that those promises proved false or unworthy or they were incapable of keeping them," said Pompeo.
"My goal was to try and identify if there was a real opportunity there. I believe there is."

Friday's inter-Korean summit was a spectacle filled with pageantry and history-making moments, with Kim becoming the first North Korean leader to travel to South Korean soil since 1953.
Now, the young North Korean leader appears to be moving quickly on the diplomatic front.
Kim will welcome Chinese Foreign Minister Wang Yi for a visit in the coming days, and the South Korean presidential office said Pyongyang planned to shutter the country's nuclear test site and invite foreign journalists and experts to ensure "transparency" around its closure.
"The United States, though inherently hostile to North Korea, will get to know once our talk begins that I am not the kind of person who will use nuclear weapons against the South or the United States across the Pacific," Kim was quoted as saying by Moon's spokesman Yoon Young-chan on Sunday.
But despite the cautious optimism emanating from Pyongyang, Seoul and Washington, experts say the real work is yet to come.
"As we go from really broad details into more and more definitive outcomes, it's going to be tougher and tougher to keep the whole team on board," said Melissa Hanham, a senior research associate at the James Martin Center for Nonproliferation Studies.
South Korea on Monday began to dismantle speakers along the highly militarized border with North Korea after the two Koreas agreed to stop broadcasting propaganda across the border in Friday's post-summit declaration.
The speakers had been playing on a regular basis since January 2016, when they were turned back on as a response to North Korea's fourth nuclear test.
They were used to broadcast Korean pop music, news and weather forecasts -- snippets of everyday life in the South that are strictly off limits for North Koreans.

Challenges ahead
Friday's summit ended with Moon and Kim agreeing to the "complete denuclearization" of the Korean Peninsula and the formal end of the Korean War, a conflict that is still technically ongoing as hostilities ended with a truce rather than a treaty.
Moon and Kim's commitments were made in a three-page joint declaration that analysts say has lofty goals but is scant on details.
If negotiations were to reach a phase where North Korea is required to declare weapons, experts say a deal with Pyongyang might be complicated and would see the United States push for invasive mechanisms -- like the continued presence of international monitors inside North Korea -- that Kim may balk at.
"Not only would we be watching their uranium enrichment facility -- the one we know about -- their plutonium reprocessing facility and their reactors that we know about in Yongbyon, we would have to hope that there were no other facilities that we didn't know about that were enriching uranium," said Hanham, the nonproliferation expert.
Then there's the issue of the warheads they've already made, the nuclear weapons that are meant to be fitted atop missiles.
"They're small and can be moved around the country and they can be hidden," said Hanham. "We would have to worry about whether they did or didn't declare all their warheads to us."
